Official changes and tuning
Official class changes are global: canonical US English source text. PvP-section changes appear only in PvP modes and are labeled explicitly. Source publication dates, not collection dates, define this lookback. Direction interprets costs and cooldowns separately from damage. Explicit archived article-to-patch evidence includes notes published before release without changing their source dates.
Fixed an issue that allowed Blur's recent PvP adjustments to affect PvE situations. Blur damage reduction outside of PvP is restored to previous intended values.
